Welcome to the forum. If you have that sort of education and experience, I believe you should be able to do the exams no problems. The least you'll get is experience on how the exams feel. Plus, once you've registered for the exams, chances are you'll be more serious about studying for it (that's how it goes with me anyway). So I'd say go for it.

In terms of study material, I have the same problem. But it seems from James' post above that it shouldn't be a concern; any good Telecomms Fundamentals text would do. I think I'll go browse a few of them myself, then choose one or two that I like to take home and study.
