I hope that the former is useful to clarify things because although you have grasped many of the ideas, in certain respects you seem a little confused- don't worry, you're not alone and many are worse. I first started reading your answer without looking at the question and it seemed reasonable; however when I then looked up what you were attempting to answer I realised that you actually generally hadn't. To be honest, in 1995 I doubt whether I'd have been able to say much about the "moving block" part of the question and I think therefore I'd have avoided in that exam. It does illustrate that in the exam that question choice is critical; it is most important to really comprehend what is being asked and make sure that you can answer it rather than just knowing something about the broad subject area. In the exam you wouldn't have scored well on this one; however at this phase of preparation then you can take comfort from the fact that you wrote a lot of reasonable stuff and are expanding your knowledge, so as a pure learning activity I am sure the exercise was valuable. It'd be good to see if anyone else can have a crack at this question in an attempt to "hit the nail more on the head", so for the moment I'll refrain from completing the answer but as a hint then a bit of "compare and contrast" with the fixed block MAS signalling is expected. Indeed three words that I deleted from your initial section on route holding would actually be very useful to utilise in that context! I AM ASSUMING THAT THIS IS REALLY AN ANSWER TO 1995 Q3.4 !!
