To clarify Dorothy's post; you do need some form of membership of the IRSE but it can be any grade, not just member.
The exam is there to prove the candidate understands the principles. It is a vocational exam, so my view is it is demonstrating day job skills rather than can be learnt from books.
The IRSE Website has plenty of information to assist with understanding what is in each module. I would recommend completing IST and supporting that with time on the design floor. It is unlikely you'd be able to get the necessary level of understanding just from sitting with designers.
As a PE, you should have a good start with Modules 1 and 7 (study group in London in March!). IST would give you a reasonable start for Modules 2 and 3. If you've a telecoms background or a signalling application background, you may wish to consider Modules 4 and 6 (tele) or 5 (application).
How far SW are you? There is a list of study groups on the IRSE Website too.
Final suggestion: read this website, ask questions plus attend the session in Derby and take IST. These will help you work out what you understand, what you need to review and what to avoid!
