As for the question that you have about whether to include the 10% in section C, it depends what you are trying to show. If the TC would be set up with it in there, leave it in the numbers and say what you have put in there. If on the other hand, you are carrying out the theoretical limit of the TC and then proposing what contingency to add in afterwards, leave it out. The important thing is to understand why parameters are there and to be able to justify what it is doing and what effect it has on the outcome. You will get a numerical answer whether it is there or not. Whether that that answers the question is dependent on what the question asks!
I also have a doubt in part C. I would appreciate it if you can point out what it should be.

In this case, I think that the question is implying that each calculation builds on the the previous, so if you have included the contingency early on, carrying on with it included would be the right thing to do.
