I'm a newbe here as well; I've been working in Signalling design for almost 10 years and have been an IRSE member for most of that time. I've been thinking about doing the exams for some time but it wasn't until this year that there has been a study group in my area; planning to start with Paper 3 this year.
I suggest you have a look at the IRSE website's membership pages: http://www.irse.org/membership/default.aspx
I've just had a quick look and find them sadly lacking information so a quick email either to HQ or your national contact might be necessary. As far as I know, membership applications need proposers, but membership is independant of licences.
I can't comment on how the exams work in indonesia, what module(s) are you considering this year?
