Well write that you do not feel you can adequately answer the question due to time limitations on the paper. Also, self-assess your trial answers to see that:
1) They answer the question
2) The points are salient, do not go into debate and are brief
3) They answer the question

It is easy to misintepret what the question is asking - I made that mistake in my exam!
