Bit of a waffle for the second part to gain 10 marks.

Although nothing to do with your answer, the choice of the word engineer in the question is a smidge poor.

1) testing, mentorship.
2) yes but a bit wordy.
3) wordy. Observe, responsible for tests, responsible for understanding the system principles, overall responsible.
4) centrally and actively managed, system notified when competence is about to expire, periodic checks, on-site checks...
5) SMTH can modify the railway using G110 [NR practice]. SMTH usually affect a small part of operational railway, SWTH tends to be more significant changes on railway under possession. SMTH tends to be like-for-like replacement and running suitable tests to ensure the equipment is performing correctly. SWTH tend to make significant alterations to the functionality or the railway and have to validate the entire system, including elements they may not have altered, are operating as designed rather than just confirm the equipment is working within specification. Very simplified and not specifically talking about competence but it does outline the differences between the roles (as an aside, SMTH require specific training to conduct G110).

 agree answer is a bit wordy. 
Should i expand on this answer ie give examples of observations, 3C tests, system principles, TiC's responsibilities or should that answer be accurate enough to get the marks?

Thinking about time/marks efficiency trade off. Still building up an idea of what is acceptable length of answer. Short sharp accurate or sometimes a little bit fleshier so the examiner can see you have a decent grasp of the question being asked.

As it stands where would the answer fall (ball park) in the marking levels to gauge progress? I don't mind you stamping mercilessly all over it...........as long as its positive criticism  Wink
